Regulations on Enterprise Electronic Identification Registration

According to the Decree No. 69/2024/NĐ-CP issued by the Government of Vietnam, starting from 1 July 2025, all enterprises and organizations operating in Vietnam are required to use a digital identification account issued by the Ministry of Public Security to conduct online administrative procedures.

Key highlights of the regulation are as below:

  • Article 2 of Decree No. 69/2024/NĐ stated that all organizations and individuals (including FDI enterprises and foreign individuals residing in Vietnam) are subject to the requirement of electronic identification.
  • From 1 July 2025, previously issued accounts from the National Public Service Portal or the administrative systems will no longer be valid.
  • Businesses without a valid digital ID account will not be able to perform online administrative procedures, which may disrupt operations.

Method to register for a digital ID account

As stipulated in Article 12 of Decree No. 69/2024/NĐ-CP, the legal representative, head of the organization, or an authorized person can process this registration in the following two ways:

1. Via VNeID application (level 2)

  • The required person logs in to the VNeID application (level 2 account).
  • Provide information and send a request for account issuance after obtaining the consent of other legal representatives (if any).
  • Results will be notified via VNeID, SMS, or the registrant’s email.

2. Submit directly

  • The required person fills out form TK02 in writing for the issuance of the eID account.
  • Submit it to the Electronic Identification and Authentication Management Authority or the Identity Management Authority.
  • Results will be notified via VNeID, SMS, or the registrant’s email

Note: If the legal representative is a foreign national and does not possess a Level-2 VNeID account, they may authorize a Vietnamese individual who holds a Level-2 VNeID account to submit the application for the issuance of the business’s electronic identification account on their behalf. In such cases, a Power of Attorney (POA) must be prepared and submitted to the relevant Vietnamese authority managing the registration.

The Deadline

According to Clause 4, Article 40 of Decree No. 69/2024/NĐ-CP, the deadline for this registration is no later than the end of 30 June 2025.
